The journey

How Singapore builds.

Singapore's most valuable low-rise property is a nineteenth-century terraced building type, conserved street by street, sitting inside one of the most tightly planned cities on earth.

Blair Plain to Joo Chiat · the shophouse belt

    Blair Plain

    Central · 1.28°N

    Blair Plain, Central

    The five-foot way

A conservation district of shophouses — shop below, home above — in the belt just outside the old commercial core.

    How it is built

Narrow deep plots with a continuous covered walkway across the frontage, mandated so a pedestrian can cross the city in shade or rain. Internal airwells ventilate and light the middle of a plan too deep for windows to reach.

  2. 02

    Joo Chiat

    East · 1.31°N

    Joo Chiat, East

    Peranakan colour

The east-coast Peranakan quarter, the most ornamented shophouse stock in the country.

    How it is built

The same section as Blair Plain, dressed differently: glazed majolica tiles, pintu pagar swing doors and carved timber vents above the openings, all of which are controlled elements under conservation rules.

Singapore's compact city-state planning framework is meticulously governed by the Urban Redevelopment Authority across five planning regions. The Core Central Region (CCR) commands world-renowned luxury condominiums and Sentosa Cove sea-facing bungalows; the Rest of Central Region (RCR) and Outside Central Region (OCR) offer master-planned new towns and transit-oriented communities. Estate Ulagam checks Singapore Land Authority titles and Council for Estate Agencies compliance.

Cross-Border Legal Briefing

Foreign Ownership & Non-Resident Acquisition in Singapore

Advertising rules

Under the Residential Property Act (RPA), foreign nationals can freely purchase private condominium apartments without government approval. However, foreign nationals are strictly prohibited from purchasing 'restricted residential property'—which includes landed residential houses (bungalows, semi-detached, terraced homes) and vacant residential land—without prior written approval from the Land Dealings Approval Unit (LDAU) of the Singapore Land Authority (SLA), which is granted only under exceptional economic contribution criteria. Non-citizens are subject to Additional Buyer's Stamp Duty (ABSD) of 60% on any residential purchase (unless eligible for FTA national treatment remission, e.g., US citizens).

Governing Body

Council for Estate Agencies (CEA)

Primary Statute

Estate Agents Act 2010 & Consumer Protection (Fair Trading) Act (CPFTA)

Title Instruments

  • Certificate of Title / Subsidiary Strata Certificate of Title (SSCT) issued by SLA
  • Option to Purchase (OTP) and Sale and Purchase Agreement (standard Law Society conditions)
  • Singapore Land Authority (SLA) Land Register Search Report
  • Certificate of Statutory Completion (CSC) / Temporary Occupation Permit (TOP)
  • Inland Revenue Authority of Singapore (IRAS) Stamp Duty Certificate (BSD & ABSD)

The desk

What we ask for, and why

03

Every Singapore submission is checked against the same working set of records before it can be reviewed for publication, governed by Land Titles Act (Cap. 157) & Estate Agents Act (Cap. 95A). None of this is a substitute for independent legal advice — it is the paperwork our desk asks an advertiser to produce, and cross-checks before an advertisement goes live.

SLA Land Title Search

Singapore Land Authority title search confirming registered proprietors and caveators.

IRAS Property Tax notice

Inland Revenue Authority of Singapore assessment confirming Annual Value and ownership.

MCST strata certificate

Management Corporation Strata Title maintenance clearance for condominium units.

Identity & CEA mandate

Singpass/NRIC identity verification and Council for Estate Agencies prescribed agreement.

Estate Ulagam reviews submitted advertising materials and documents before publication.

From submission to publication

How a listing goes live

04

  1. 01

    Submission

Owner, agent, or builder registers with phone and email OTP, then submits the property with photographs and the documents above.

  2. 02

    Review

Estate Ulagam's desk checks identity and the documents above against Land Titles Act (Cap. 157) & Estate Agents Act (Cap. 95A) before anything moves forward.

  3. 03

    Correction, if needed

Where a document is missing or unclear, the advertiser is notified and the submission stays in review — not published — until resolved.

  4. 04

    Payment and publication

Once documents are reviewed and payment for the advertising package is confirmed, an Estate Ulagam admin approves publication.
