Property regulation in the UAE is emirate-led, not federal — Dubai's Land Department registers title and issues the Trakheesi permit every advertisement must carry, Abu Dhabi's Real Estate Centre issues its own Madhmoun advertising permit through DARI, and off-plan developments carry escrow rules on top of the base registration that each emirate structures differently. Estate Ulagam's review desk checks each emirate's own permit and title requirements before an advertisement goes live there.

Under Dubai Law No. 7 of 2006, foreign nationals and non-residents can purchase freehold property only within designated Freehold Investment Zones (e.g., Downtown Dubai, Dubai Marina, Palm Jumeirah, DIFC, Business Bay). In non-freehold areas, foreign ownership is restricted to 99-year Usufruct (Musataha) leases. In Abu Dhabi, Law No. 19 of 2005 allows foreign ownership in designated Investment Zones (e.g., Yas Island, Saadiyat Island, Al Reem Island) under freehold or 99-year usufruct.

The desk
05
Every Dubai submission is checked against the same working set of records before it can be reviewed for publication, governed by Dubai Law No. (7) of 2006 Concerning Real Property Registration & Abu Dhabi Law No. (3) of 2015 Regulating the Real Estate Sector. None of this is a substitute for independent legal advice — it is the paperwork our desk asks an advertiser to produce, and cross-checks before an advertisement goes live.
In Dubai, the DLD Trakheesi permit number and its Madmoun QR code. In Abu Dhabi, the Madhmoun permit issued through DARI. Neither emirate allows a property to be advertised without one, so neither do we.
The DLD title deed for a ready property, or the Oqood registration for an off-plan unit, in the seller's name.
For off-plan: the project's DLD registration and escrow account, the only account buyer payments may go to.
Confirmation that the property is in a designated freehold area where foreign buyers can own outright.
The latest service charge statement, since a developer NOC confirming nothing is owed is needed before transfer.
Emirates ID or passport against the title deed, and the broker's BRN card and office ORN where an agent advertises.
Estate Ulagam reviews submitted advertising materials and documents before publication.
From submission to publication
06
01
Owner, agent, or builder registers with phone and email OTP, then submits the property with photographs and the documents above.
02
Estate Ulagam's desk checks identity and the documents above against Dubai Law No. (7) of 2006 Concerning Real Property Registration & Abu Dhabi Law No. (3) of 2015 Regulating the Real Estate Sector before anything moves forward.
03
Where a document is missing or unclear, the advertiser is notified and the submission stays in review — not published — until resolved.
04
Once documents are reviewed and payment for the advertising package is confirmed, an Estate Ulagam admin approves publication.
The journey
Two generations of building sit side by side on this coast: a courtyard-and-windtower tradition designed to survive the heat without power, and a tower city that solved the same problem with glass and chilled water.
Dubai Marina to Abu Dhabi · along the Gulf coast

Dubai Marina
Dubai · 25.08°N
Dubai Marina
Dubai · 25.08°N
A wholly artificial waterfront laid out in the 2000s, now one of the densest high-rise districts anywhere.
How it is built
Reinforced concrete cores with post-tensioned flat slabs, clad in unitised curtain walling craned into place floor by floor. Performance glass and district cooling do the work that a windtower used to.
Al Fahidi
Dubai · 25.26°N

The surviving quarter of old Dubai, a dense lattice of lanes built by pearl merchants before oil.
How it is built
Coral stone and gypsum walls around a shaded courtyard, topped by the barjeel — a windtower open on four sides that catches any breeze and drops it into the room below. It is air conditioning with no moving parts.
Abu Dhabi
Abu Dhabi · 24.45°N
The federal capital, built to a more deliberate civic plan than its neighbour and holding most of the country's institutional property.
How it is built
Contemporary work here leans on the mashrabiya idea rather than abandoning it: dynamic and fixed shading screens set outboard of the glass line, cutting solar gain before it reaches the facade.
