Statutory Matrix

Under Dubai Law No. 7 of 2006, foreign nationals and non-residents can purchase freehold property only within designated Freehold Investment Zones (e.g., Downtown Dubai, Dubai Marina, Palm Jumeirah, DIFC, Business Bay). In non-freehold areas, foreign ownership is restricted to 99-year Usufruct (Musataha) leases. In Abu Dhabi, Law No. 19 of 2005 allows foreign ownership in designated Investment Zones (e.g., Yas Island, Saadiyat Island, Al Reem Island) under freehold or 99-year usufruct.

    Submission

    Owner, agent, or builder registers with phone and email OTP, then submits the property with photographs and the documents above.

    Review

    Estate Ulagam's desk checks identity and the documents above against Law No. (7) of 2006 Concerning Real Property Registration in Dubai before anything moves forward.

  3. 03

    Correction, if needed

    Where a document is missing or unclear, the advertiser is notified and the submission stays in review — not published — until resolved.

  4. 04

    Payment and publication

    Once documents are reviewed and payment for the advertising package is confirmed, an Estate Ulagam admin approves publication.
